Mental Health, Substance Abuse, & Recovery, Judge Christopher J. Collier's Early Intervention Program (EIP), Judge Joyce V. Kimbler's Mental Health Intervention Program (MHIP), Judge Joyce V. Kimbler's Medina Intervention Program (MIP), SCRAMx® - Secure Continuous Remote Alcohol Monitoring, Supervising by Risk Levels: A Balanced Approach, Sealing of Criminal Record Forms & Application. The Substance Abuse Monitoring System (S.A.M.S) Program conducts random drug and alcohol testing and monitors individuals for compliance with court orders, conditions of bond or community control, and/or substance abuse treatment programs. The handbook describes the MIP, our expectations of participant, and all treatment and court requirements for the participants successful completion. The MIP is a court-supervised program that offers specialized drug treatment programming for individuals while on community control supervision.
