As California’s climate becomes more prone to severe droughts, the findings point to future costs that utilities — and ultimately ratepayers — will likely be forced to bear. The Hydropower Implementing Agreement has recently completed a number of studies on the environmental and social impacts of hydropower, and their mitigation measures.

The Chairperson of the Committee is also the Minister of Natural Resources and Environment while the three Vice Chairpersons are concurrently the Deputy Ministers of Foreign Affairs, Agriculture and Rural Development, and Planning and Investment. But in 2015, at the zenith of the worst drought in California’s recorded history, it supplied only 6%. We argue that the recognized scale of impacts is in part an outcome of anti-dam activists’ different spatial imaginaries and associated scale frames—along with those of state actors, business interests, and project consultants—that inform activist strategies for mobilizing geographically dispersed people to make claims about dam impacts. All public events are now online. In addition to its role in the GMS cooperative development program, Vietnam is a founding member of the four-country Mekong River Commission (MRC), which was established 1995 to promote cooperative water management in the lower half of the Mekong River.

This constraint is illustrated in the case of the Son La hydropower dam, which involves relocating about 100,000 residents, mainly upland ethnic minorities. Otherwise, the current quick pace of economic growth will be bottlenecked and in danger of sizzling out.

Although activists have sometimes challenged the spatial extent of project impact assessments, they have also sometimes inadvertently adopted strategies to contest dams that have reproduced project scale frames favorable to dam proponents.
