As California’s climate becomes more prone to severe droughts, the findings point to future costs that utilities — and ultimately ratepayers — will likely be forced to bear. The Hydropower Implementing Agreement has recently completed a number of studies on the environmental and social impacts of hydropower, and their mitigation measures.

Although activists have sometimes challenged the spatial extent of project impact assessments, they have also sometimes inadvertently adopted strategies to contest dams that have reproduced project scale frames favorable to dam proponents.
